Do you girls like it when a random GUY approaches you ?

approach at coffee shops,a mall or may be anywhere on the road. I mean do u like it when a guy approaches you like dat or do you find it wierd.One of my friends recently approached a random girl and spoke to her for about 5 secs..& asked her for her number ,but she refused saying that she dosent have a phone..:P
